Local knowledge

Who actually owns the drain under your Cardiff garden?

Most of the blocked drain calls I take in Cardiff are on Victorian and Edwardian terraces — Roath, Cathays, Canton, Grangetown — where the original clayware runs out under the back garden and joins a shared drain serving the whole row. That detail matters more than people realise, because it usually decides who pays.

Since 1 October 2011, most private sewers and lateral drains connecting to the public network in this area transferred to Dŵr Cymru Welsh Water. Their own guidance is that pipework collecting waste from your property alone, inside your boundary, stays yours — but pipes running beyond your boundary, and pipes shared with neighbours, are probably theirs. On a terrace that is very often the exact pipe that has blocked. I will tell you when I think a blockage sits on Welsh Water's side so you can report it to them rather than pay me to clear it.

The other Cardiff-specific factor is the combined sewer network under the older parts of the city, which carries foul and surface water in one pipe. During heavy rain those runs surcharge, and the first sign is often a gully backing up or a downstairs toilet gurgling — a symptom of the system being full rather than of anything blocked on your property. Highway gullies in the street are Cardiff Council's responsibility, not Welsh Water's and not yours.

Plan of three terraced houses showing which drainage pipes the homeowner is responsible for and which are Welsh Water's Each house has a short drain serving only itself, which is the homeowner's responsibility. Those join a shared drain running behind all three houses. Because that shared drain serves more than one property it is usually Welsh Water's, even where it runs inside a garden. Everything beyond the rear boundary is also Welsh Water's, and it connects to the public sewer. Comparison of a combined sewer and a separate drainage system during heavy rain On the combined sewers under the older parts of Cardiff, rainwater from the roof and foul water from the house share one pipe. In a downpour that pipe fills, and air pushed back up the system causes gurgling and slow drainage even though nothing is blocked. On newer estates rainwater and foul water have separate pipes, so heavy rain does not affect the foul drain. Combined — older streets rain foul one pipe carries both In a downpour it fills, air is pushed back, and the toilet gurgles — nothing is blocked. Separate — newer estates surface water foul Rain never enters the foul drain, so heavy rain does not affect it. A wrong connection here sends foul water to a watercourse — a smell with no blockage.
If it only happens in a downpour, the cause is the network being full rather than anything blocked on your property — and that is a very different conversation from the one a drainage company will usually have with you.

Questions

Frequently asked questions.

Is the blocked drain in my garden my responsibility or Welsh Water's?

It depends where the pipe runs. Welsh Water's guidance is that pipes serving only your property and lying within your boundary are yours, while pipes beyond your boundary or shared with neighbours are usually theirs following the 2011 transfer. On a Cardiff terrace it is frequently a shared drain. I will tell you which side I think it falls on before you spend anything.

My toilet gurgles when it rains — is that a blockage?

Not always. Older parts of Cardiff are on combined sewers carrying foul and surface water together. In heavy rain those can surcharge and cause gurgling or slow flow without anything being blocked on your property. If it only happens in downpours it points at the network rather than your drain, and I will say so.

Who clears a blocked drain in the road outside my house?

Highway gullies and road drainage in Cardiff are Cardiff Council's responsibility. The public sewer itself is Welsh Water's. Neither is something you should be paying a private plumber to deal with, and I will point you to the right one.
